As the impact of COVID-19 pandemic continues to unfold throughout the United States, government revenue from Sales and Use Taxes and Bed Taxes are projected to be as much as 80% less than originally budgeted. This impact will result in traditional revenue sources for tourism recovery to have steep competition.

In an environment where public resources will be in high demand, proposing a recovery plan that does not require public funds, rather private assessment funds can pave the way for an expedited recovery, additional business demand, and increased jobs.

Civitas has worked to develop an outline for Destination Management Organizations, Chambers of Commerce, Downtown and Main Street Organizations, and Property and Business Owners with respect to planning for Recovery Funding.  The outline includes measures relative to DMO’s existing funding, emergency funding, and new funding.  As to new recovery funding, many destinations are advocating for an authorization to create “Self-Help Recovery Districts.”  

While the recovery timeline remains unknown, we know your organization or business is preparing for every possibility. Self-Help Recovery Districts can be a positive opportunity for your community to unify the business industry and provide strong leadership, purpose, and even stronger collective will, to pave the way to recovery post COVID-19. We do agree this recovery period will be jagged. Not every destination will be ready to reset and move forward at the same pace. However, now is the time to consider the recovery tools available, so when a destination is ready to heal, they can. Our ability and opportunities to work together will lead to healthy and prosperous recovery.
