Oceanside: A New District with New Opportunities

With improvement district renewals prospering due to their amazing success and popularity with participating businesses and communities, we can’t forget that there are still opportunities for new districts.

Passed by 76% of the vote, the Downtown Oceanside Property and Business Improvement District (DTOPBID) eagerly anticipates the start of its 5 year term in January 2020.  The DTOPBID will provide maintenance, economic development, capital improvements, safety, and related administration and advocacy programs directly and only to assessed parcels.  Its annual assessment budget for its first year is expected to be $370,757.06.  A board composed of stakeholders who own property in Downtown Oceanside will oversee development of work plans and budgets, which will be managed by Main Street Oceanside, a non-profit, private organization charged with the mission of improving Downtown Oceanside.

The strategic planning reflected in this customized PBID structure will allow payors to: 1) lead and shape services and improvements, 2) retain and attract business and investment, 3) form a private/public partnership and strengthen relations with the City, and 4) apply performance standards, controls, and accountability to DTOPBID initiatives.

According to Gumaro Escarcega, Main Street Oceanside Program Manager, “Downtown Oceanside is in the midst of building two first-class beach resorts plus several mixed-use projects to improve the economic vitality of our downtown… We look forward to applying the additional PBID resources to help us reach our goal of creating a world-class beach destination!”
