Here at Civitas, partnerships are the heart of everything we do. Our company was founded on a fundamental belief that diverse partnerships are efficient, effective, and empowering. Truly, two heads are better than one… and three are even better.

Our belief in partnerships is the invisible hand that guides what we do and how we do it. When we hire new staff, they become part of a civitas. When we serve our clients, we do so through teamwork with our client, stakeholders, and the local government. When we create a new improvement district, we are forming a new partnership — whether they are downtown, suburban, tourism, restaurant, or even focused on another industry — we are creating a lasting relationship that empowers property and business owners to work together towards common goals.

Progress

Creating an efficient, effective partnership is the first, most empowering step on the path to prosperity. The partnerships we build enable our clients and team members to progress down the path toward their goals.

Civitas’ path to prosperity began in 1993, with a vision of a better Downtown Sacramento. That vision became California’s first property-based business improvement district in 1995. Over the next few years, that vision spread to downtowns throughout California, and a company called Downtown Resources was born.

As time passed, the vision of a better downtown expanded. Commercial corridors, neighborhood shopping districts, industrial areas and tourist destinations all adopted the model. The name Downtown Resources was eventually outgrown, and thus Civitas emerged.

From a two-person shop focused on a few downtowns in California, our firm has progressed to a 10-member civitas with over 150 clients of all types across 15 states and four countries. The same spirit of progress that has grown Civitas is put to work for our clients every day in myriad ways. When we have a good idea, or learn something new (like how to hire truly great people), we can’t wait to share it with our clients.

Prosperity

Ask anyone at Civitas what the best part of the work we do is, and they will tell you it is seeing our clients succeed. To us, there is nothing more satisfying than encountering an advertisement funded by one of our tourism districts or discovering freshly planted medians in one of our property districts. We know that behind that ad or median is a thriving partnership, working every day to benefit owners, create jobs, improve quality of life, make our favorite places cleaner and safer, and make our world a better place.

John Lambeth
John Lambeth
President & CEO
Mr. Lambeth is an attorney who specializes in creating and operating business improvement districts. He was the primary author of the Property and Business Improvement District Law of 1994, and assisted with creation of the first property-based improvement districts in California. He is a frequent speaker on tourism improvement districts and property and business improvement districts. Mr. Lambeth has been involved in all aspects of district formation and modification, including outreach, plan development, and petition and ballot drives. He formerly served as clerk to the Honorable Malcolm M. Lucas, Chief Justice of the California Supreme Court.
Tiffany Gallagher
Tiffany Gallagher
Eastern U.S. Branch Manager
Throughout her career, Ms. Gallagher has shown strong commitment to the tourism and business communities. Most recently, Ms. Gallagher served as the President of the Greater Syracuse Hospitality and Tourism Association and currently serves on the New York State Hospitality and Tourism Board of Directors. Relevant experience includes; serving on the Board of Directors of Destination Marketing Organizations, Strategic Planning Councils, and Business Improvement Districts. Ms. Gallagher works out of Upstate New York, where she is able to assist and manage clients along the eastern seaboard.

Account Manager
Ms. Farley specializes in the development and execution of strategies with a strong focus on creating, maintaining, and growing B2B relationships. Nichole earned a master’s degree in Communication with an emphasis in Travel and Tourism and International Communications at California State University, Fullerton and bachelor’s degree from California State University, Chico in Agriculture Business with a minor in Recreation Administration.
Marissa Telfer

Operations & Marketing Manager
Mrs. Telfer is a graduate of California State University, Fresno, where she earned a BS in Business Administration with an emphasis in Marketing, as well as a certificate in Mass Communications and Journalism. She is a Delta Gamma Alumni who joined Civitas after five years in the travel Industry. She has extensive experience in operations management, marketing, human resources, accounting, and event planning.
Gina Trechter
Gina Trechter
Project Manager
Ms. Trechter is Civitas’ Project Manager in the Greater Los Angeles area. She has an extensive background in the hospitality industry in sales, marketing and event planning. She graduated from Loyola Marymount University in Los Angeles, CA with a bachelor’s degree in Business Administration with an emphasis in Marketing, and is a founding member of the LAX Coastal Area Chamber Young Professional’s Organization.
Carson Lambeth

Special Projects Manager
Ms. Lambeth’s career has included over 17 years of experience with project and relationship management, human resources and recruiting. Ms. Lambeth specializes in consensus building and successful program implementation. Carson has also been involved with many non-profit organizations in the Sacramento community, including St. Hope, March of Dimes, Breakthrough and the Child Abuse Prevention Council. Carson earned a bachelor’s degree from UC Davis in Organizational Studies and a minor in Rhetoric and Communications.
Nathan Hyde

Paralegal
Mr. Hyde began his career in the legal field as an intern at Friends of the River while attending American River College. He earned an associate’s degree in legal assisting with highest honors. Mr. Hyde is currently attending Lincoln Law School of Sacramento with the aspiration of practicing law in California. He specializes in legal research and legal document drafting and revision.

GIS and Database Specialist
Mr. Bilger attended California State University, Sacramento, where he earned Bachelor’s degrees in history and geography. He graduated magna cum laude and was inducted into the Gamma Theta Upsilon geographic honors society. In geography, Mr. Bilger concentrated in geographic information systems (GIS). He specializes in cartographic design and communicating effectively through maps. Mr. Bilger utilizes his extensive knowledge in geographic technologies to create and maintain client databases, as well as producing customized maps for various projects.
