Civitas' founder and current president, John Lambeth, has authored business improvement district laws in California, Nevada, and Hawaii. He helped form California's first property and business improvement in 1995, a vigorous district that continues to operate today. Civitas has also worked with international districts in Central and South America; in 2011 our efforts led to formation of Central America's first BID in San Salvador, El Salvador.

Mr. Lambeth specializes in the creation and operation of business improvement districts. A special district attorney, he was a primary author of California's "Property and Business Improvement District Law of 1994." He has been involved in all aspects of BID formation and modification, including outreach to owners, plan development, and petition/ballot campaigns. more >
Carson Lambeth, Special Projects Manager Email
Ms. Lambeth’s career has included over 17 years of experience with project and relationship management, human resources and recruiting. Carson specializes in consensus building and successful program implementation. Carson has also been involved with many non-profit organizations in the Sacramento community, including St. Hope, March of Dimes, Breakthrough and the Child Abuse Prevention Council. Carson earned a bachelor’s degree from UC Davis in Organizational Studies and a minor in Rhetoric and Communications.
Melanee Cottrill, RP, Operations Manager / Senior Paralegal Email
Ms. Cottrill has spent several years managing the operations of special districts in California, specializing in legal document preparation. She is President of the Sacramento Valley Paralegal Association. She earned a BA in History at California State University, Sacramento and graduated with honors.
Marissa Telfer, Executive Assistant / Marketing Manager Email
Mrs. Telfer is a graduate of California State University, Fresno, where she earned a BS in Business Administration with an emphasis in Marketing, as well as a certificate in Mass Communications and Journalism. She is a Delta Gamma Alumni who joined Civitas after five years in the travel Industry. She has extensive experience in operations management, marketing, human resources, accounting, and event planning.
Sean Pratt, GIS & Database Specialist Email
Mr. Pratt specializes in creating, updating, and managing property owner information databases and creating customized maps. He earned a bachelor of arts degree at UC Davis. He began his GIS career while working for UC Davis Plant Sciences, and earned an Associate degree at American River College in GIS.
Nathan Hyde, Paralegal Email
Mr. Hyde began his career in the legal field as an intern at Friends of the River while attending American River College. He earned an associate’s degree in legal assisting with highest honors. Mr. Hyde is currently attending Lincoln Law School of Sacramento with the aspiration of practicing law in California. He specializes in legal research and legal document drafting and revision.
Gina Trechter, Project Manager Email
Ms. Trechter is the newest member of the Civitas family as a Project Manager in the Greater Los Angeles area. She has an extensive background in the hospitality industry in sales, marketing and event planning. She graduated from Loyola Marymount University in Los Angeles, CA with a bachelor’s degree in Business Administration with an emphasis in Marketing, and is a founding member of the LAX Coastal Area Chamber Young Professional’s Organization.
Nichole Farley, Project Manager Email
Ms. Farley specializes in the development and execution of strategic strategies with a strong focus on creating, maintaining, and growing B2B relationships. Nichole earned a bachelor’s degree from California State University, Chico in Agriculture Business with a minor in Recreation Administration. She is currently working towards a master’s degree in Communication with an emphasis in Travel and Tourism and International Communications at California State University, Fullerton. When not studying, Nichole is active with the Sacramento Metro Chamber young professional group Metro EDGE and the United Way’s Young Leaders Society.
Cheryl Cuming, Project Manager Email
Mrs. Cuming’s career has included public relations, marketing, brand development, advertising, sales operations and BID administration. Her experience in both the public and private sectors, working within her own business as well as for large companies like McClatchy Media Corporation, Mrs. Cuming brings a keen understanding of relationship-based service and process implementation. Most recently, Cheryl was involved in the successful launch of the San Luis Obispo Tourism BID. She also serves on the board of the SLO Chamber of Commerce, the Hearst Cancer Resource Center and is part of Cal Poly’s RPTA Advisory Council.
Bryan Lewis, Project Manager Email
Bryan Lewis currently consults with a variety of clients in the travel and hospitality industry including both for profit corporations, non-profit organizations and destination marketing organizations by providing legal advice, strategic planning and management expertise. Prior to his consulting practice, Bryan was the Vice President, Operations & General Counsel for Brand USA. Prior to joining Brand USA, Bryan served as Chief of Staff & General Counsel for the U.S. Travel Association. A native of North Carolina, he earned his undergraduate degree in political science at Gordon College in Massachusetts and his law degree from Boston College.
